Mutation after you buy

The step many buyers skip, and why it matters. Updated 31 October 2026.

This guide is general information to help you prepare. It is not legal advice. Rules, fees and portals change, so confirm the current process with the Patwari, the Tehsil office or your lawyer.

The short answer

Registering the sale deed makes you the owner. But the land's revenue record (the jamabandi) still shows the seller until a separate entry, the mutation (intkal or intiqal), moves it into your name. In Jammu & Kashmir, as elsewhere, the revenue rules treat it as a separate step that follows the registration. 3

A mutation does not itself give you ownership: the Supreme Court has said it is only for revenue (fiscal) purposes, and that title comes from the deed. 1,2 That is exactly why buyers think they can skip it, and why they shouldn't.

Why it matters

How it works, step by step

  1. Register the sale deed at the Sub-Registrar's office, and keep a certified copy.
  2. Start the mutation. In Punjab and Haryana it now starts on its own from the registration (see below). Elsewhere, apply at the Patwari or Tehsil office, or online where the state allows it.
  3. The Patwari enters it in the mutation register. Interested parties and co-owners can be heard. 3,11
  4. A revenue officer attests it (usually the Tehsildar or Naib Tehsildar), after checking the deed and, in J&K, that possession has passed to you. 3,4
  5. Check the result yourself. Look up the jamabandi online: your name, your share, the same khasra numbers and area as your deed, and the mutation number. Then get a fresh fard (certified copy) and keep it with your deed.

Houses and flats: the other records

The revenue mutation covers the land. For a house or flat, also change the name on the municipal property-tax record, the electricity and water connections, and the society or association's register, if there is one. Each office has its own form; take your registered deed. 16
